All J&K Diploma Engineers Association observe pen down strike

THE ALL J&K DIPLOMA ENGINEERS ASSOCIATION today on 14.10.2015 observed pen down strike (No Work) as a mark of protest against the discriminatory and callous attitude of the Government and present administration towards its long pending demands. A strong protest was lodged at LOK NIRMAN BHAWAN, BAHU PLAZA, JAMMU and at all the district headquarters. A large number of Diploma Engineers working at the level from Junior engineer upto the rank of Executive Engineer participated in the protest. They alleged that the growing injustice and neglect to a cadre, which is rendering unique and significant services to every nook and corner of the state has become intolerable.

While addressing the gathering the president of the Association Er Upinder Singh warned the Govt. not to neglect this cadre anymore as today’s pen down strike is only a tip of the ice berg which shall be followed by the further severe course of action. He told the gathering though the Association has approached the successive Govt. of the past and present, with regard to its demands, but their requests has always been turned a deaf ear to, which resulted to adopt the path of agitation, later a memorandum was submitted to the Worthy Divisional Commissioner for its onward submission to Worthy Chief Secretary containing the following demands.
1.       Adoption of Punjab Pattern
Under career progression scheme, the Association suggests adoption of Punjab pattern for removing stagnation of Diploma holders at the level of Junior Engineers.(Copy Enclosed)
2.        Maintenance of cadre strength (Release of backlog quota)
The meager quota of 20 % earmarked for Diploma engineers in promotions from AE to AEE and AEE to XEN should be strictly adhered to as per the recommendations of the Establishment cum Selection Committee. It’s pertinent to mention that there are not more than 5% Executive Engineers from this cadre presently working in the various departments against their allotted quota of 20 %.
3. Restoration of entry level grade. 
The Entry level grade for Diploma Engineers has been deteriorated from time to time with the implementation of successive pay commissions. The Entry level grade may please be restored from 5000- 8000 to 6700- 10700( pre revised) as per the recommendations of Establishment cum Selection committee.
4. Enhancement of fixed T.A.
 Presently a Junior Engineer is being given Rs.30/- per month as a fixed traveling allowance. Since every junior engineer who is holding a section has to cover an average distance of 15 Kms per day, Rs 1 /day for covering such a distance is cruel joke. We demand enhancement of this from Rs 30 to Rs 5000/- per month.
5. Restoration of Grade -I.
 This Association demands the restoration of Grade – I to all the Junior Engineers. The Association warned the Govt. if its genuine demands are not considered in due course of time, the sulking cadre will be left with no other option but to come on the streets.
