Contractor Assn demand withdrawal of new circular

Contractor Association has strongly criticised the state government for enhancing the e-tendering lower limit for procurement of stores and all works from rupees 1 to 10 lakhs in a circular issued by Finance Department.
The representatives of Contractors Association include Balwinder Singh, General Secretary J&K Contractor’s Coordination Committee, Narinder Gupta President PWD (R&B) Contractor Association and Dhian Singh Secretary Registered Contractors Association Jammu were among those who issued a press statement in this regard. While giving reasons for revoking the previous circular, the fresh circular stated that the previous circular was issued without the consultation of the Finance Department and second reason given in the circular is that it has been found that the executing departments are facing difficulties in implementation of this downward threshold limit of Rs 1.00 lakh in their e-tendering process in view of the obtaining conditions in the State, particularly prolonged internet breakdown.
Singh & Narinder Gupta said that the real reasons for reducing the upper limit by the PDP/BJP alliance is not what has been described in the circular but it is the first step of the present alliance, for giving encouragement to corruption and also giving patronage to the corrupt engineers. Both said that in short the new circular is issued at the behest of the Ministers of the present coalition so as to manage back door entry for their workers and thereby converting PWD, (Public works Department) into political workers department.
