In an apparent blow to the corrupt officials, the health authorities have finally geared up to streamline services at the Government medical college and hospital (GMC&H) and allied hospitals.
After the sealing of CT scan machine in GMC&H, the authorities of the health department are looking forward to check the ‘mismanaged departments’ and in this regard more such closures are likely in coming days.
According to official sources, the administration has closed down CT Scan machine being run on Public Private Partnership (PPP) mode atGovernment Medical College and Hospital, for overcharging patients.
Similarly, the authorities have decided to take action against those managements, which are ill equipped or mismanaged.
According to highly placed sources, the next target of the health authorities is to ascertain the recurrent cause of fire in the hospitals.
“In the last couple of months, there are more than four cases of fire at hospitals, including super specialty hospital. The health authorities are delving into the reasons for fire, despite having fire extinguishers in the hospitals,” said sources, adding the frequent fire in hospitals brought into focus the inadequate fire-fighting arrangements in government hospitals in the city.
Sources said that after few incidents of fire at hospitals, especially in the medical store, the concerned minister had ordered enquiry, but till date nothing substantial has been done.
Moreover, the disaster experts expressed surprise over recurrent fire incidents in the hospital, fearing non-availability of fire safety gadgets in the hospitals. “There could have been a major tragedy in the absence of fire safety measures,” said expert, adding, “Though the hospital displays fire extinguishers at every floor, but I guess they are dummy cylinders, without much work,” said expert, adding, “Occurrence of such incidents in a government hospital is not new or surprising. None of the government hospitals including, GMC&H and associates hospitals have proper facilities.”
The Fire Safety Act-2005 states that every private or government building should follow fire safety measures like installation of portable fire extinguishers and other steps as per the instructions of the fire department.
Now, the concerned ministry is looking optimistically to grill those involved in mismanagement of the administration, thus incurring losses to the government exchequer. The government has decided to stop all those activities in the hospital, which are either irrelevant or not convenient for the patients.
Pertinently, taking cognizance of several complaints regarding overcharging patients coming for CT scan at PPP mode run City scan machine in GMC Jammu by co-owner M/s Krsna Diagnostic Private Limited, the Principal, GMC Jammu, Dr Zahid Geelani, ordered immediate sealing of premises occupied by M/s Krsna Diagnostic Private Limited, where the PPP Mode CT machine was installed.
Just after 12 days of enquiry, the committee constituted by the GMC Principal, the action against M/s Krsna Diagnostics Private Limited was taken.
The committee also found that there was no Government approval in providing tender to the Firm, as the then Secretary, Health and Medical Education was bypassed while giving contract to the Firm.
The order issued by GMC Principal reads: Letter of intent issued in favour of M/s Krsna Diagnostics Pvt Ltd under reference No GMC/PS/misc/3806 dated 18-12-2013 issued by the then Principal, is hereby cancelled with immediate effect and Medical Superintendent, GMC Jammu shall immediately seize the premises presently occupied by M/s Krsna Diagnostics Private Limited till all its dues are cleared.
“The case is also referred to administrative department for taking appropriate action in the matter for furnishing wrong information regarding three EOIs to fulfill the minimum eligibility criteria for the process of CT scan”, the order further reads.
