The comprehensive plan shall clearly indicate the time line within which the requisite action shall be taken, upon this Division Bench made it clear to the counsel that the entire periphery of the High Court should be under CCTV surveillance and adequate number of CCTVs having high resolution should be provided. Apart from this, it is also necessary to x-ray the baggage/ bastas in the District Court complex. This may also be provided in the action plan. It has also been felt that the lawyers/advocates may be issued security ID Cards, so that there are no miscreants impersonating as lawyers, who may enter the premises. The comprehensive report that is to be submitted by the counsel for the State shall be placed before this Court in a sealed cover. JNF
