J&K State Consumer Disputes Redressal Commission is made functional by the Govt making appointment of two members D K Kapoor a former district and sessions Judge and Sabina Jan Advocate.
Department of Food, Civil Supplies and Consumer Affairs, Civil Secretariat reads’ In exercise of powers conferred under sub-section(1) of section 14 of Jammu and Kashmir Consumer Protection Act,1987(Act No.XVI of 1987) read with rule 12 (ii) of Jammu and Kashmir Consumer Protection Rules, 1987,the Government, on the recommendation of selection committee thereby appoints the following two persons as “Members” of the Jammu & Kashmir State Consumer Disputes Redressal Commission(State Commission) for a period of five years with immediate effect- Davinder Kumar Kapoor(Retired District and Sessions Judge) son of late Ram Chand Kapoor resident of Indira Bihar Old Janipur Jammu and Sabina Jan (Advocate) Ex-MEMBER District Consumer Forum Srinagar, wife of Shafat Majid Wani resident of Buchpora Spurs Srinagar.
D K Kapoor has held office of President Dist Forum Jammu for two years and worked as Member SCDRC for five year when he authored a number of landmark judgments on various subjects including medical negligence, deficiency in service by Airlines and Insurance Companies. He disbursed arrears of crores of rupees to flood Kashmir victims of September 2014 devastating flood, mostly poor artisans of Dal Lake area. He made payment to poor flood victims through on-line system so that no consumer from Kashmir had to visit office at Jammu and face ordeals of wrangles.
Sabina is richly experienced as she had served Divisional Forum for five years and three years a a member District Forum. With their appointment adequate quorum is provided by government and made the highest Consumer Forum in the State functional with immediate effect.JNF
