Is CBI keeping an eye on Central University (CU) Jammu?

As complaints of violation of statutes and whimsical functioning of Vice-Chancellor of Central University of Jammu (CUJ) Prof. Ashok Aima are increasing, Central Bureau of Investigation (CBI) has reportedly focused its attention towards the campus.

CBI is already investigating into the irregularities that have been done by Prof.Aima and the Registrar, Jit Singh, in the selection process for various posts including that of PRO. Violation of the Statues and Ordinances by Prof.Aima has come to the fore with a senior professor and a former acting VC of the CUJ Prof.Devanand shooting a complaint listing the irregularities to the President of India Pranab Mukherjee, who by the virtue of being Visitor is the top most authority of the central universities.

In his letter to the President, it has been highlighted that in clear violation of University Grants Commission (UGC) guidelines, a temporary re-employed professor at the Central University of Jammu (CUJ) has been appointed chairman of the selection committee for recruitment of permanent employees in the Group C category. He has also sent copies of the letter to all members of the executive council of the CUJ that is scheduled to meet in Jammu on July 15 to give its green signal to these appointments that have generated a controversy.

Whimsical functioning of these two functionaries has put the upcoming CUJ in a bad light. Appointing a temporary employee as convener of various committees is contrary to university laws. I am the senior-most professor of the university, but my seniority was repeatedly ignored. Therefore, all these committees are illicit and the decisions taken by them should be pondered upon, Prof.Devananand claimed in the letter.

The former acting VC, while making a specific reference, said the university recently constituted a committee for permanent selection of Group C workers. “As per Ordinance 24(5) of the university, the constitution of the selection committee for Group C workers will comprise dean of school of study to be nominated by the VC as chairman, one member of the executive council, two members of the teaching staff, one expert not in service of the university, head of the department concerned and Registrar of the university as member and convener of the committee,” he said.

He added that a temporary re-employed professor at the university was made the chairman of the selection committee in clear violation of UGC guidelines. Prof.Aima before proceeding on a month long leave abroad last month had allegedly violated the UGC guidelines by appointing the same temporary employee acting VC in his absence ignoring the fact that Prof. Devanand besides being the senior most member of the faculty had also been acting VC after the term of Sudhir Singh Bleoria expired and search for the new VC was on.

Central Bureau of Investigation (CBI) has already initiated enquiry into the reports of irregularities in the recruitment process for the post of PRO in the CUJ. In the absence of Prof.Aima, the CBI had summoned the Registrar of the CUJ to the CBI headquarters at Bahu Plaza in Jammu.

It is learnt that the CBI is enquiring into the scam of allowing an ineligible candidate Rajan Badyal to appear in the interview for the post of PRO by the authorities of CUJ on March 30 by allegedly keeping members of the interview board in the dark about his lack of requisite experience and other irregularities. CBI is reportedly looking into all aspects of violation of rules and regulations by the Vice-Chancellor Ashok Aima and Registrar Jit Singh by allowing Badyal to appear in the interview as he neither forwarded his application through proper channel from the Shri Mata Vaishnodevi University (SMVDU) where he is presently working and nor did he carry the No-Objection Certificate (NOC) from his employer at the time of interview which was mandatory.

There were allegations that the Registrar over-ruled objections of the junior staff and escorted him to the interview committee while the junior staff of the CUJ scrutinizing papers of the candidates had stopped him as he had failed to meet the mandatory requirements. On the other hand a day earlier the CUJ did not allow a senior functionary of the education department Nutan Resutra to appear in the interview for the post of Finance Officer and also Controller of Examination on the grounds that he was not carrying the NOC.

There were allegations that Badyal did not possess the required experience of five years which was also confirmed by his employer SMVDU which disclosed that he was appointed PRO on March 4, 2015 thereby meaning that he had experience of only one year. Prior to that, he was a clerk in the SMVDU, the authorities of that university disclosed.

Sources said that it is also being investigated under what circumstances Aima allegedly tried to mislead a section of media by claiming that the SMVDU was a private university and as such Badyal was not supposed to route his application or obtain NOC from SMVDU. On the other hand, the SMVDU authorities have stressed that the university was not private but falls under the category of State University. SMVDU said that the university is recognized under Section-2 (F) & 12 (B) of the UGC Act 1956 and it falls under the category of State University.
