Jammu and Kashmir National Panthers Party Chairman (JKNPP) described the move as the most glaring example of abuse of position and authority by helmsmen urging at the same time upon the State Accountability Commission and (SAC) and State Vigilance Commission (SVC) to take cognizance of the nefarious move. While addressing the gathering, Harsh Dev Singh said that irregular releases of CDF for up-gradation of houses without there being a provision in the prevalent norms had created huge uproar with several media reports of “cash for vote” scam appearing prominently in various newspapers. He said that even the state governor had ordered a probe into the said scam of gargantuan proportions whereby several crores had been released by legislators, in blatant disregard for norms, for repairs and up-gradation of houses but the same was regretfully scuttled by the government and the delinquents shielded. Urging upon the Governor, who is the guardian of the constitution, to stay the implementation of the highly scandalous order, Harsh Dev Singh called for constitution of a committee of experts to look into the “Vires” of the said government order prior to its implementation. He further said that several noxious provisions in the modified rules including clearance of past liabilities for up-gradation of private houses through retrospective application of the said rules, payment for Swachh Bharat Mission out of CDF despite huge central funding mechanism for the said mission already in place. He cautioned that JKNPP would launch a movement against the loot and plunder of tax payers’ money by the corrupt BJP-PDP leadership in case the highly opprobrious order was not withdrawn. Balwant Singh Mankotia, Sham Gorkha, Naresh Chib, Parshotam Parihar, Nirmal Kishore, Rakesh Gupta, Rashpaul Singh, Sanjeev Verma, Udhayveer, Rampaul Sharma, Shankaar Singh Sanju, Tarseem Lal and several others were present at the protest.
