Punjab Polls 2017: In Bains’ constituency, supporters of Cong ticket aspirants clash

EVEN AS Punjab Congress president Captain Amarinder Singh has claimed that ticket allotment will be “on the basis of merit and centralised”, clashes over it have already begun. Two factions of Punjab Youth Congress entered into a clash in Ludhiana late Monday with one group allegedly opening fire in front of the residential premises of the other.
While one faction is led by Gurjeet Singh Seenh, president, Youth Congress, Atam Nagar area, the other is headed by Sahil alias Pappal Kapoor, vice-president, Youth Congress, Atam Nagar area.
Atam Nagar MLA Simarjit Singh Bains has formed his own ‘Team Insaaf’ for the 2017 polls. Both the groups also claimed the support of Amarinder, alleging that the opposite party is “envious and frustrated”. Seenh is supported by Kulwant Sidhu, who is secretary PPCC, and incharge of Atam Nagar constituency.
Pappal Kapoor is supported by Parvinder Lapran, secretary, PPCC. Both Lapran and Sidhu are aspiring for a Congress ticket from Atam Nagar.
Seenh and Kapoor have been rivals since the Youth Congress polls last year when Seenh won the president’s post. KK Bawa, the third aspirant from Atam Nagar and former district Congress president, keeps away from both groups. Seenh said: “Last night, Pappal Kapoor along with his accomplices opened fire in front of my house in Vishwakarma Colony. This all is being done at the behest of Parvinder Lapran. He is envious of us because we are supported by Captain Amarinder Singh. They also pelted stones. ” Seenh added: “On July 7, when Captain visited Rishi Dhaba during ‘Halke Vich’ Captain programme in Atam Nagar, then also Pappal and his group had raised slogans against Captain. We brought this to the notice of high command and since then these revenge tactics started.”
Seenh also claimed that “Lapran is using Akali Dal workers against him”.
“Those who attacked our place last night included Akali Dal workers from their students’ wing SOI and some from Team Insaaf of Bains.
They opened fire using at least three revolvers,” said Seenh. The Model Town police have registered an FIR against Pappal Kapoor, his seven accomplices and 30 other unidentified accomplices under section 307 (Attempt to murder) and the Arms Act. While Kapoor could not be contacted and police claimed he was absconding since last night, Lapran told “it was after Captain named him as incharge of Atam Nagar area that Sidhu is adopting all tactics to take revenge”.
“I am the probable ticket holder from Atam Nagar. On July 7, Captain named me as in-charge of Atam Nagar area. Ever since, Sidhu (Kulwant) is doing all this. He is insecure and envious of me. The boys in our groups are aged 22-23. They do not have any weapons. This FIR against Pappal and our group have been lodged at the behest of Kulwant Sidhu. The police did not even visit the spot. Nobody is injured and an attempt to murder FIR has been registered without checking facts. We have submitted a complaint to the commissioner of police and demanded re-enquiry,” said Lapran.
