Following the arrest of Medical Superintendent Government Unani Hospital Srinagar on alleged rape charges, the government has ordered an enquiry into the “sex racket” that is suspected to be running at the institute.
As per sources, some senior medicos had been “sexually exploiting” few junior female staff members at the Unani hospital Shalteng as a “payback” for illegally posting them at the hospital and not in far-off places.
The government has taken cognizance of the matter and appointed Additional Deputy Commissioner Srinagar as an enquiry officer to unveil the facts.
An official letter (vide No: ADC-B/P/S/16/67-69 dated May 6, 2016) has been dispatched from the office of Deputy Commissioner, Srinagar to Director General Indian System of Medicine with subject “Sex racket in Unani Hospital Shaltang, Srinagar”.
The letter says, “Pursuant to the directions of Divisional Commissioner Kashmir to Additional Deputy Commissioner Srinagar, N A Baba (KAS) has been appointed as Enquiry Officer by District Magistrate Srinagar vide No DCS/PS/Misc/16/213-17 to enquire into the subject issue.
In order to proceed further into the matter, the following information is required by the Enquiry Officer urgently to culminate the findings into the issue. Circumstantial report which led to the arrest of Dr Javid Ahmad Mir, Medical Superintendent Unani Hospital Shaltang; substantial posting of Javid Ahmad Mir and present posting (order copies); and posting details of female doctors working in peripheral institutes.”
A copy of the letter has been sent to Divisional commissioner Srinagar and District Magistrate Srinagar as well.
Sources said the government has sought posting details of female doctors working in peripheral institutes as there are allegations that some female doctors have been “illegally” posted at Unani Hospital Shaltang and few had been “exploited” too.
“There are allegations that some seniors had exploited few junior female staff members at the Unani Hospital Shaltang which is why an enquiry has been ordered to unveil the facts,” a senior official said.
“But it is the Divisional Commissioner Kashmir who has taken the cognizance of the incident not the department. Efforts were also made by some of the officials to shield the matter,” the official said, wishing anonymity.
Last month, Dr Javid Ahmad Mir was arrested by the police on the charges of raping a woman (name withheld) at her home in Ajas area of Sumbal Bandipora. The accused was arrested and booked under Sections 376 and 342 with FIR No 62/2016. The medical report had confirmed that the accused had raped the victim.
Dr Mir was medical officer of a Baramulla dispensary before being elevated to MS of the Unani Hospital Shalteng for which no government order was issued.
Several doctors both male and female who are way down in the seniority list have been elevated in the department over the years while bypassing many seniors.
