Shops to reopen; vehicles to ply in Kargil from tomorrow

District Magistrate and Chairman District Disaster Management Authority (DDMA), Kargil Baseer ul Haq Choudhary said that during the post June 30, 2020 lockdown period, all shops in the district except barber shops, beauty salons and spa etc shall be permitted to open while as there shall also be no restriction on the plying of private vehicles.

The DM stated this while addressing a press conference here today.
SSP Kargil Dr Vinod Kumar, Additional DC Kargil Tsering Motup, Additional SP Kargil Iftikhar Talib Choudhary, CMO Kargil Dr Muhammad Ibrahim Khan and other concerned officers were also present on the occasion.

Baseer said that the decision in this regard has been taken after discussions and deliberations with the LAHDC Kargil, heads of religious organizations and other concerned stakeholders with due approval of the Lieutenant Governor Ladakh UT and the Advisor to the Lieutenant Governor.

Baseer said that the decision will be reviewed after 10 days and further decisions regarding further relaxations and restrictions would be based on the situation that unfolds in the days to come.

The DM further said that the relaxations for opening of all shops shall be subject to strict adherence of SOPs particularly using masks and gloves besides ensuring to maintain proper social distancing among the customers.

“Making of circles in front of shops shall also be mandatory for ensuring social distancing and maximum of two working staff shall be allowed”, the DM said.

While underlining the importance of the observance of SOPs and guidelines in letter and spirit to contain the spread of COVID-19, the DM said that the laid norms should not be compromised in any manner and violators will face strict action under law.

Regarding the engagement of laborers to carry out construction activities in the district, the DM made it clear that there is no restriction on engagement of laborers from outside the district for carrying out construction activities provided they follow the 14 days mandatory home quarantine measures in letter and spirit and remain confined to the work site and do not mix up with the locals in order to minimize the risk of infection.

While informing the media persons about the measures being taken by the District Administration to overcome the challenges posed by COVID-19 pandemic in the district, the DM said that all required measures have been taken by the dedicated teams comprised of doctors, para medical staff, police personnel, revenue officials and other concerned officers at the District, Sub Divisional and Tehsil levels through a multipronged approach.

The DM further stated that there is no restriction on the movement of vehicles dealing in essential services especially emergency cases and vehicles carrying patients referred and recommended by doctors are given due permission to proceed outside the district.

Informing the media about the COVID-19 Mass Awareness Campaign (CMAC) activities being taken by the District Administration in the district, the DM said that around 50 villages have been covered till now while as more than 60 villages are being covered as a part of the campaign during the next 7 days.

The DM said that precautionary measures are the only way to put curb on the spread of the deadly Coronavirus and appealed people to wear masks compulsorily while also abstaining from unnecessary movement in markets and other public places.

Baseer said that safety of one’s own life and the lives of family and society at large should be the main priority of people in this pandemic time which could be ensured if every individual understands his moral responsibility in the real sense.

The DM also appealed the representatives of religious organizations and the elected representatives of LAHDC, Kargil and other public representatives to sensitize the masses about COVID-19 prevention measures with the same level of commitment and intensity as they have done in the past.

Baseer said that relaxations during the post June 30, 2020 period would be given in a controlled and regulated manner with focus on ensuring the safety of people’s lives in the time of the Coronavirus pandemic while also ensuring that people’s livelihood do not suffer and economic activities are also regulated in a healthy manner.

Meanwhile, the DM along with the SSP Kargil and other officers distributed masks printed with slogans by the CMAC team Kargil among the media persons and officials present on the occasion.
