While addressing the gathering, Former Tourism Minister Thakur Randhir Singh said that
The successive governments have done nothing except appointing Patnitop Development Authority. Singh regretted that after his resignation in 1975 under Indira- Sheikh accord this most important project has been neglected for the past 45 years. Singh further said by opening of Chenani – Nashri tunnel the flow of the people to these places has been affected very badly similarly the Yoga center announced by the Prime Minister at Mantalai where the no money has not been spent, the beautiful infrastructure was build by Late Dharendra Bramachari.
The road infrastructure and particularly the oldest Shiva temple in North India at Billawar have not been properly preserved by the Archaeological Survey of India (ASI) it has been rather repaired. Singh who took up this issue as minister and Member of legislative Assembly from Billawar in 1970 and wanted full inquiry from the Government of India how much money was spent on this monument the oldest in India.
Singh said in 60’s and 70’s I could persuade the ASI to preserve Archaeological sites in Jammu and Kashmir particularly in Jammu region and also Srinagar including Ladakh there are rarest Archaeological sites to make them tourist attractions and invited the department to preserve Shiva Temple, Billawar, Krimichi and many other sites in Jammu province.
