Why new CAPD Secrty doubted predecessors integrity?

What made new secretary Consumer Affairs and Public Distribution (CAPD) Shafiq Raina to put all orders issued by his predecessor Sourav Bhagat in abeyance?

Secretary, Consumer Affairs and Public Distribution (CAPD) Shafiq Raina on Monday, April 18, 2016 issued a government order no. 71-CAPD of 2016 and put in abeyance all the transfer orders, actions initiated in various complaints and assigning of additional charge. All these orders had been issued by senior IAS officer Sourav Bhagat between Jan 28, 2016 to Mar 31, 2016 i.e. during the Governor’s rule.

State had been placed under Governor’s rule immediately after death of ex-Chief Minister Mufti Mohammed Sayeed on January 7, 2016.   Sources said that these orders were put in abeyance on the directions of ministers for Consumers Affairs and Public Distribution (CAPD) Zulfiqar Choudhary. They added that Choudhary had received complaints of large scale corruption, favouritism and nepotism.

They further said that the new minister first got the complaints verified from the officials of his department and then directed new secretary CAPD Shafiq Raina to initiate action. Complying with the directions of the ministers Raina put all the orders in abeyance.

Sources said that several aggrieved employees, local readers and workers of both BJP and PDP had complained that these orders had been issued in complete violation of this service rules and in breach of government’s own transfer policies. According to details available with Newspoint Bureau, order includes three complaints, seven transfer orders, one assigning up an additional charge and case of embezzlement of funds in district Rajouri.

5)35-CAPD of 2016 dated 02-03-2016: Transfer of Nazir Ahmad, junior assistant/storekeeper

6)40- CAPD of 2016 dated 11-03-2016: Transfer of Deputy Controllers of Legal Metrology Department

7)42- CAPD of 2016 dated 12-03-2016: Transfer of Assistant Directors of CAPD Department
